Termidesk: Russian VDI Market Shifts from Import Substitution to Technological Competition
VDI technology is becoming one of the most prominent segments of the Russian infrastructure software market, which grew by 16% in 2025 to RUB 158 billion, outpacing the overall Russian IT market. Against this backdrop, VDI demonstrates even stronger momentum and moves beyond remote access to become part of critical enterprise infrastructure. This is the conclusion reached by Strategy Partners in their analytical report "Analysis of the Russian Infrastructure Software Market".
According to the report, by the end of 2025 the workplace virtualization solutions market grew by 21% to RUB 4.8 billion, with Termidesk VDI leading among domestic solutions with a 30% market share. Experts at Uveon Cloud Technologies note that further market growth will be driven not only by import substitution but also by vendors' ability to support large-scale deployments, complex operational scenarios, and migration from foreign platforms.
Uveon Cloud Technologies points out that the nature of demand has shifted significantly over the past few years. While in 2022–2024 the market was largely fueled by emergency import substitution and the need to replace unavailable foreign solutions, today customers are increasingly selecting platforms based on long-term business plans. Architecture, fault tolerance, security, compatibility with the existing IT landscape, and total cost of ownership are now coming to the fore.
"The VDI market can no longer be viewed solely as a market for remote desktops. For large organizations, it is a tool for business continuity, centralized access management, and data protection. Therefore, competition is shifting into the technological domain: customers evaluate not only a product's origin but also its maturity, scalability, quality of support, and the vendor's ability to handle complex migrations without losing manageability," noted Denis Mukhin, Business Development Director at Termidesk.
The competitive landscape remains fluid
According to Strategy Partners, as of the end of 2025, the largest domestic players in the Russian VDI market are Termidesk with 30%, Basis with 29%, and Orion with 8%. The Russian VDI market grew by 21% to RUB 5.2 billion, with domestic solutions accounting for 62% of the market.
This structure points to intense competition and the absence of a definitively entrenched leader. Termidesk VDI, according to Strategy Partners' assessment, has held the top spot among Russian VDI products since 2022. The company attributes this position to its multiplatform approach: Termidesk VDI is designed as a solution that can integrate into a customer's heterogeneous infrastructure, including Russian and foreign software, various operating systems, information security tools, and system components.
Over 80% of the installed base still consists of foreign VDI solutions
Despite the growth of Russian VDI products, foreign solutions still account for more than 80% of the cumulative market volume. This means that the main market potential lies not only in new deployments but also in the large-scale migration of existing infrastructures.
The company emphasizes that such migration is not a simple license swap. In large organizations, the VDI platform is deeply embedded into workflows, security, user management systems, peripherals, network infrastructure, and operational practices. Transitioning to a Russian platform therefore requires engineering expertise, methodology development, and component compatibility verification.
"For a customer, migrating from a foreign VDI platform is not a one-time purchase but an architectural project. It is essential to maintain the accustomed level of manageability, ensure access security, avoid performance loss, and progress from a pilot to full-scale production. That is why the market will grow not only due to regulatory requirements but also thanks to the maturity of Russian products and the expanding range of use cases," added Denis Mukhin.
VDI is becoming part of critical enterprise infrastructure
Demand for VDI is expanding beyond the classic "office PC in the cloud" scenario. Major customers use virtual desktops for centralized application access, operations within secure perimeters, distributed team support, contractor management, and demanding specialized workloads, including graphics, design, and engineering tasks.
Such deployments require not only the VDI platform itself but also the entire surrounding technology stack: hypervisor, load balancing, access tools, integration with user directories, information security mechanisms, monitoring, and endpoint device support.
This explains the growing interest in comprehensive solutions. By 2030, the VDI market could more than double
According to Strategy Partners' scenarios, the Russian VDI market will maintain steady growth. Its volume could increase from RUB 4.8 billion in 2025 to RUB 6.4 billion in 2027 and RUB 10.7 billion by 2030.
Uveon Cloud Technologies believes that the key growth drivers will be the transition of large organizations to domestic solutions, the increasing maturity of Russian VDI platforms, rising security requirements, and the need for centralized management of work environments.
At the same time, competition will intensify. According to Strategy Partners, in 2026–2027 the growth opportunities for Russian VDI vendors will largely depend on the battle for the largest IT infrastructure operators ready for a mass transition to domestic solutions.
Engineering expertise becomes decisive in VDI projects
As projects become more complex, the importance of partner and engineering expertise grows. Large VDI deployments require specialists capable of designing infrastructure that accounts for hypervisors, network architecture, load balancing, security, user profiles, peripherals, and fault tolerance.

Domestic origin alone is no longer enough
The Russian VDI market has entered a stage where the mere fact of a product's domestic origin is insufficient. Customers are moving toward selecting long-term infrastructure platforms that must provide security, manageability, compatibility, fault tolerance, and support for large-scale deployments.
